Ignore broken?

Just got grouped with an idiot so I put them on my ignore list and left the group. Joined the grouping tool 5 minutes later and got grouped with the same person. However they then started writing messages about me in the party chat and I was able to see them. Is this a bug or does the ignore system only prevent tells?

✭Ignore only blocks whispers and zone chat etc. It does not block guild or party chat.
Not sure if that is a bug or by design.1
