They need to rename it to FPS Drop Cave and call it a feature.
If you log out of the game (fully) after zoning into the cave, then reload the game, the FPS does not drop, so I am guessing its some kind of memory leak in that zone.
That's what just happened to me. I logged out hoping to fix the bad fps but i cant log in on that charecter at all. I can log in on other charecters, just not this one... This game is starting to frustrate me with all the *** errors and bugs and instead they waste their time developing new area's, dyes etc etc but i just wanna be able to PLAY the game without errors! Come onOh damn, that's where I lost my character last night, logged out in the cave and couldn't log back in. It was lagging quite noticeably, hence my attempt at logging out. People beware. It has proved unplayable for me.

I'm not sure if it will help, but try: Setting your graphics to the lowest possible from the character select screen, log in, get away from that cave, log back out, then put your graphics back to normal and log back in.
At this time ZOS doesn't give a damn about this issue. They have ignored the tags and threads about this issue, I've submitted multiple bug reports, and when I /help about the issue, I get the cookie cutter:
