Enchanting Decon Broken

So, i figured one way to level up enchanting here was to just decon glphs like I do on Live. This is apparently broke, I decon glphs and get mats but NO xp at all, the skill is stuck at level one 0 xp.

I havent farmed up mats to create yet to see if that is also broken but decon is broken.
