On the one hand, the strength of the game lies in the RPG part is strong. But parts of the game could be made better, so that's even more lifelike would be all over. I know this does not keep the players here, they want new contents continuously. But the time spent here would make it even more enjoyable.
Let's start.

Character vioces
You can set the character's voice, at the character creation window. The effect of this settings is almost nothing, just little noises: combat, jump, die, laugh etc. This is good thing, very good thing. I like it, but the the game would be more enjoyable if the character could talk. I don't say synchronize every dialogue in the game, that we can choose as an option during dialogues (but yes that would be awesome). I've just happy if our character could talk in some cases. If a boss died, If character almost died but survived, injured, bored, unhappy because it's raining, etc etc.

Skills, learing skills
If you have a skill point, you open a window, use it anywhere in the world and learn a new skill. This is too virtual, and it does not really help to feel this is an RPG. My suggestion, just you can learn from masters. You must find him, you must go there to talk with the master. In a few sentence the master tells you, what to do in order to become a better swordsman, or what to do to become a better blacksmith. Not all master could teach everything, everyone is specialized, and, of course, is not to teach for free.

With this modification even better to feel the weight in your decisions. I know it's an MMO and compromises need to be drawn up between the RPG players and the MMO players. I think that would be acceptable to both sides part. Especially if you would let us to choose outside of battle which skill's morph we would like to use without using retalent.

New skills
Some activity now is automatic, without using skill point like gather flowers, mine ores or skin animals, lock picking. That would be very RPG stylish if we must find the teachers first (hunters, alchemists, thiefs, etc.) and learn the profession after it we can use what we knew.

NPCs
Very enjoyable to feel like the world is breathing. NPC talk to you, to each other, do things, remember to you, etc. Sometimes, however, I feel, the NPC seems like a statue. They stand at the same place in the morning and evening when the sun shines when it rains. Hide for cover when it rains, in the evening go to inn or home to sleep, do some extra activity.
- The shops are open around the clock. The NPCs don't sleep. That would be cool if at evening the NPCs close the shop and go to home to sleep. You can find them persuade/intimidate to reopen the shop at middle of the night, or the guards would ask us to leave :)
- Travelling merchants walk alone without horse or chariot. It would be more believable presence and roles of traders, if they don't keep the goods in them pockets.

I like the idea. However... I can just see the rage posts about if it were implemented. Still I do like the idea and personally would have no issue with it.

<sigh> Such good ideas, but the amount of rage that would be brought about.

Unfortunately there are many players who want spoon fed games. We end up with some of the "reality" of RPG being sacrificed because of that.

Still it never hurts to suggest or ask, you never know.

It would be fun if we could record our own voices for those items you get from the voice selector at char creation they could put up the needed script items one by one for you to record your own version of the word or grunt etc. voice recognition logic could be used to prevent players from recording obscene words etc.

This. This! A thousand times THIS!!!

Some real fun little stuff here. I'd love if my character talked more. (Dawnbreaker skill is awesome for this)

I am a big fan of the addition of options. I love this idea but it shouldn't replace the current system. The game shouldn't force us to go find teachers. If they had designed it this way from day one, that would be fine, but since it's not that way now we can't move to a more cumbersome & demanding system.

I think Teachers should be added to the game as a means to increase your skills in the different crafts beyond their cap. Sort of "champion-skills" to where you can level your skills to 50 (or whatever the cap is) but to get better beyond that you have to seek out the masters of the respective crafts to teach us their ways.

Training from the masters should be able to be done along the way and not just after you've perfected your skill. Master training could just open the option for advancing to another level beyond the already established cap.

EXAMPLE: Level cap after training with 0 masters = 50
Level cap after training with 6 masters = 56

I think there are many of us who want this. The world isn't as dynamic as we would like. I think it's going to get better with the justice system. The wilderness after dark should be a lot more dangerous. A dynamic activity could be escorting the traveling merchants or saving them from bandits/creatures randomly.

I would also be a supporter of having trade routes throughout Tamriel that have an actual effect on the inventory of cities. If a trade route isn't protected properly and too many caravans are robbed/destroyed the inventory in shops could lessen. This could open the option for players to be able to rob the caravans themselves once the justice system is implemented.

Good ideas though. Fingers are crossed for ESO growing to be more like the sort of the game we both seem to envision.
