re-setting game after a patch?

Would you please explain to me why, when there is big patch I have to jump through all the same hoops I did when i first started playing?

1) setting gamma level (yeah ok, not a big deal but I was happy with where it was)
2) agreeing to the ToS (again not a big deal but why must I agree to the same thing I already agree to every time I log on?)
3) "This computer is not authorized to access this account, we have emailed you something and you must go retrieve it to verify yourself"

What the heck is up with #3? I authorized this computer already so why do I have to keep doing it?! My damn IP address did NOT change, the freakin' game did!

As you can see, the problem is with #3. I don't understand why my computer was authorized yesterday (and every day previously since the game opened) but not today? It's beyond ridiculous and I should not have to do this every big patch.

AND IT GETS WORSE

I jump through the hoops, I am greeted with the new game screens and then am prompted to create a new character???? I have 7/8 characters, one that is VR1 so where the $%^@#%@# are they?!!!

I solved this by turning off the box that says "Show the Public Test Environment" apparently adding the PTS added yet another bug.

Did your launcher somehow get set for the North American or European Union server (whichever you don't usually play on)? This was my initial thought after I read your post. The two servers each individually have space for their own set of characters. I'm not exactly sure how it's set up, but check out your ESO install folder to see if there is any indication that it is the case. Hopefully it's just that simple.

Otherwise, sounds bad. I have personally never had to set any of these things again after initially doing so months ago, save for having to confirm my IP having access once after I already had, but it was just the once and soon after they had implemented that system.

If it doesn't seem to be that you are accessing the other server, I'd say you definitely need to get in touch with Customer Support to get it straightened out. Maybe one of the forum mods around can set you up with a support ticket, sometimes they do that sort of thing. Otherwise, there is a way to submit one yourself out of game here: https://help.elderscrollsonline.com/app/ask

Hope you get it cleared up soon.
