No God of Schemes story quest prompt after completing Counsel of the Five

So I am vet 1 and i completed Counsel of the five a couple of days ago. My final storyline quest has not yet made itself available to me. I've tried re logging in and out of the harborage, waiting a day etch. Any way this can be fixed?
