mobs still not completely reset even after maintenance

doing the quest "Snow and Flame" in east march VR9 (as VR9) Stormfist warriors (normal trash mobs) hitting me on average for 711 damage with basic melee attack. This is on a heavy armor wearing armor and spell resistance both over charged. Not all of them, but simply no way to tell which ones did not reset (I do not use mods)
