Can't research Abbot's Prayer Sash or file a bug report

I have the Abbot's Prayer Sash (VR7) in my inventory which has a Mundus Stone buff enhancement on it which I still haven't researched however when attempting to research this item the windows disappears and it makes the accept sound but it doesn't actually add it to my research queue and stays in my inventory.

I am currently VR6 and able to research 3 clothing items at a time and am currently only researching 1. I have tried it at different crafting stations in different zones both veteran and regular but the same thing happens. I have also disabled all add-ons and restarted the game.

I tried to file a bug report in game but that interface will not come up and the window remains on the knowledge base instead.

Edit: I also have a shield with the Mundus enhancement and can't research that either.
