You guessed it. I've completed all the requirements, logged in and out, reloaded the zone you name it. The NPC still is not at the marker. Please fix this.

+1 on this tried a relog, teleported away etc etc and nothing its like he's tormenting me at how long I am going to spend playing hide and seek with him

So I found him after playing hide and seek he is near the way shrine at the top of trollheta summit. Not where the quest arrow points on exiting the caves
