Dreugh King Slayer set bonuses broken

The "Stamina Recovery" bonus for wearing 3 pieces of the "Dreugh King Slayer" set is broken. I don't recall what the exact value was, but it was over 10 before the Craglorn update. Now it's just 1. See here:
I am currently VR4 and was looking at maybe wearing this set when I hit VR5, but not with it broken like this. It may be worth checking if any other sets were affected by this bug as well.
