Reply to whisper broken?

Since launch I haven't been able to get the 'reply to whisper' command to work properly even though it worked for me in beta. I've bound 'R' to be 'reply to whisper' but after another player whispers me and I hit 'R' nothing happens at all. This occurs with my current add-ons and with all of them disabled.
Did some functionality get changed? I don't know why it's not working and it's rather annoying if I have any other conversations going on at the same time.
