Soulshine Set not working

Hi, im a Templar and yesterday bought the Soulshine set to go with my Biting Jabs ability which is a channeled ability. The set is supposed to increase my damage 20% while channeling an ability.
Upon equipping the 5 piece set, i tested it and saw that my damage was exactly the same with the bonus as it is without the bonus by simply taking off 1 piece of the set.

Isnt this set supposed to work with the channeled Templar Biting jabs?

You'd hope so, but then again, Biting Jabs/Puncturing Sweep doesn't work with other modifiers such as Solar Barrage. Priority seemed to be placed on adding an exclusive cooldown to the move as opposed to actually making sure that it functioned correctly in the first place.
