Game Won't Load After the Patch

My game was working fine up until I downloaded the new update. I tried to play, clicked on the ESO icon on my desktop and it keeps taking me to an all black screen. My cursor changes to the loading circle but nothing ever loads. I even tried letting it go and walking away from my PC, getting a shower, etc. and when I returned, nothing had changed.

I left a repair running while I was out earlier, hoping that would correct the issue but I have returned to find that it hasn't. Nothing has changed on my PC in the last day. This began after the patch. I can't play at all, can't even see the title credits or character select screen. How do I correct this issue?

    Same issue, and have done several things to fix it, including reinstalling the game, and a litany of things that support had me try.

    I would at least like an acknowledgement that it is a known issue and they are working on it.

    My husband figured out that the config file was missing a line, so we fixed it. But ya, they really need to get on this. That is not something we players should have to do after every update.

    I was correct in diagnosing my "Black Screen" problem from yesterday.
    (Game will not launch - hangs at a black screen and Not Responding)
    The UserSettings.txt file in the My Documents\Elder Scrolls Online\live was not updating with a fresh install (File had to be manually created) or from the patch.
    Running Windows XP 64-bit.

    The new UserSettings.txt file contains several new instruction lines that are not in the pre-patch file.

    I believe editing your UserSettings.txt file will actually get the game to successfully launch for you.

    First - Verify your My Documents\Elder Scrolls Online\live\UserSettings.txt is NOT set with the "Read Only attribute. (In order to keep the pre-game load credits from loading this may have been set)
    Left click on the file and select "Properties" from the menu.
    Verify the "Read-only attribute (General Tab) is NOT checked.
    Select OK.

    You can edit your file manually with my notes below or copy the full set out of the attached file.
    When copying out of the attachment PLEASE BE AWARE that I have included TWO (2) different configurations in the attachment.
    ONLY COPY OUT 1 group of the "SET ........" commands to use.


    ATTACHMENT NOTES:
    1 Group "LOW VIDEO SETTINGS"
    2ND GROUP "DEFAULT VIDEO SETTINGS"
    Depending on your system you (High low end) you can use either setting to try to get back in the game.
    Once you get to the account login window you can change your settings from the login screen.
    This will successfully change your UserSettings.txt file at this point.

    INDIVIDUAL CONFIGURATION LINES/COMMANDS THAT HAVE BEEN CHANGED:

    Command: "SET RequestedNumThreads "0" been REPLACED with two different command lines added.
    SET RequestedNumJobThreads "0"
    SET RequestedNumWorkerThreads "0"

    The following 4 command lines could be added to your UserSettings.txt file with no deletions.
    SET MULTI_GPU_CHECK "1"
    SET DisableFXPrecaching "1"
    SET PreferExclusiveFullscreen "0"
    SET MonsterTellsEnabled "1"
