Interrupted download

I was downloading yesterday at my sadly slow download speed and had got to 86% when we had a power outage. It has only just returned and when I got back on to continue the download, it zipped through to 56% and is now back to crawling speed. Would someone be able to tell me why I appear to have lost such a large block of the download? This is very frustrating as my available download for a month is not unlimited and this will soak even more of that up, plus it will take hours to just catch up to where I was.

*** happens. Actually, when I had dial-up connection it would often DC, and when I didn't have no-break it often powercut. Sadly, being a MMO player I often got interrupted in patch time and the only fix I ever found was redownload. Then I got a no-break and my life changed!

yes, it seems to happen to me fairly often. Im just puzzled as to why, if it does continue interrupted files, it doesn't continue all of them. I guess its a technical issue beyond my understanding.
