Lag or by design

I've noticed recently, before 1.1.2, but worse since, that Aedric Spear and 2H abilities seem to be lagging. I can charge a target, eventually, but can't use Biting Jabs until I hit the button two or three times. Same for when I try to use Uppercut. It was bad before 1.1.2, but now it's god awful.

More lag to Aedric Spear? That was the main reason I stopped playing for a couple of weeks.
Im a big TES fan but this is getting to a point where I cant argue in defence of the game...

I find my Templar much more difficult to play. After using any ability it takes like 1 to 2 seconds before I can even attempt to make a heavy attack, or use any other skill ability. I'm dieing to groups of 3 mobs because i can't swap weapon, heal, or attack efficiently. Its horrible.

Im starting to think is by design, I have 1s delay on Bitin Jabs but at nothing else.
If is by design, well *** it ill make range templar, I also have healing build so..

Well I have issues trying to use Uppercut with my 2H, though I typically only use it after Biting Jabs, could be Biting Jabs is just being a hoe

Some of my NB and vampire abilities are doing this as well. A notable pause before invigorating drain or bats (main healing abilities) combined with the tougher VR mobs means I'm dead... a lot.
