I can confirm this suggestion did NOT work for me, and from reading the other thread, the quest inexplicably works for some and consistently fails for others.If you only try to plant seeds in your own kills, you can complete the quest with no problems.
Ok, this really should be regarded as a bug, but avoiding it is straightforward. If you only try to plant seeds in your own kills, you can complete the quest with no problems. Note that you can't plant seeds in all bodies. Skeletons, for example, won't work.
If, on the other hand, you decided to take a shortcut, trying to plant seeds on other people's kills, you have a problem. I'd say the biggest problem is that you decided to try and advance your quest at the expense of someone else, using their kill and thereby preventing them from using it. But the problem that's frustrating you is that when you use someone else's kill you see no animation, get no credit for planting a seed, but you do lose a seed. So if you've done this, you have to abandon the quest yet again and start over, or you will not have enough seeds to finish the quest.
Another thing to try: Because you can't plant seeds in zombies or skeletons, but also because for the most part you only find heritance soldiers paired with a zombie or skeleton, try planting the seed on the heritance soldier right after the kills, before you loot the skeleton/zombie.
And maybe you will think twice next time you have an apparent opportunity to put in less effort at something by taking advantage of others' efforts.
And though I had no problem completing the quest myself using the above guidelines, and though I know that ignoring the above can cause the quest to bug, I recognize that there may be another bug not covered above.
