Alright, I seem to have fixed my issue by editing the user settings file and setting these two parameters back to defaults (had to disable these threads settings initially because somehow ESO didn't work well with dual processors):
SET RequestedNumJobThreads "1"
SET RequestedNumWorkerThreads "1"
(both were set to "-1" to correct the previous bug).
