Anyone experience random micro-stuttering after last patch?

I had a poll asking about FPS, but I realize now my FPS is fine. It's a micro-stutter that occurs (mostly in cities and sometimes without) randomly ever since last patch.

    I experience micro-stuttering since last patch, especially in cities.
    I have experienced this outside of cities as well, it seems to happen when there are a lot of other players in the area.

    "/reloadui" usually fixes it for me, and I haven't encountered this before last week's patch.

    Yes, it's a common problem it seems now, at least a lot of people I talk to. I have an AMD R9 270 card. I think it's more of a CPU issue though, or something to do with something that was not optimized properly in the last patch? No clue, but it needs to be fixed. It's completely separate from the FPS drop. I could deal with that, but not the stuttering.

    It can make lock-picking actually tricky again at times.

    Do you mean this?
    I run, walk, or ride and the screen gets these micro-pauses.
    Getting the mini pauses/blinks for spilt seconds like stop-motion anumation almost, fps are consistant at 30fps.

    There was a very recent update to Nvidia drivers. Not sure if that would help, but I haven't seen this issue pre or post-patch.

    When craglorn went live with whatever graphics update they did, I had it bad. After they rolled that back, I haven't had it as badly. Maybe an occasional FPS drop in cities where it stutters once or twice, but not nearly as bad as it was before.

    Is it better to out-monster the monster or to be quietly devoured?

    I went through a checklist when this started right after the 1.1.2 patch:

    1. I verified that graphics card driver is up to date (not an Nvidia card).
    2. I toggled true full screen vs windowed to check for a difference.
    3. I made sure I wasn't running other processor intensive programs.
    4. I checked my internet connection.
    5. I turned the graphics down to medium.
    6. Per a suggestion for graphics issues made on these forums I tried changing SET RequestedNumJobThreads "-1" and SET RequestedNumWorkerThreads "-1" to values of zero in the UsingSettings file.
    7. I checked to make sure the installer wasn't still running while I was playing.

    The micro-stutters don't keep me from playing, but they definitely were not there before the upgrade for Craglorn, and prior to the upgrade I did sometimes have the installer running while I was playing and the graphics were set to high. I offer the above list to help people pin down the issue. Hope it helps.

    First, yes I have.

    Second, was another unscientific poll really needed? ESO does not look at the polls because they mean nothing since it is only the people who see the poll and choose to answer that are counted. It does not reflect the game at all.

    Please nerf the ability to create polls.

    I've been having this problem since the latest patch and it's really been keeping me from playing much because I focusing on that rather than becoming engrossed in the game.

    Not just in cities. Also getting stuck in doorways which never happened to me before patch.
