making a cooling off period per character before deleting is an elegant solution to the problem. After the cooling off period, a simple yes/no deletes the character or allows it to be played again, cancelation of course should be an option at any point during the cooling off period.
how many characters per hour do you create that you need such a change to not go live?
If you want to reuse the name, it should be available again once the character is deleted.
This would not be the first time this solution has been implemented to combat exactly this sort of behavior.
tldr? cry moar about something that will actually never affect you more than once every few months.. if that.

This is a horrible idea. What about those of us with re-roll-itis and alt-itis? I can't tell you how many times I delete my character and go through character creation again until I'm satisfied with my looks and name. And that's in every game that has character customization.We just need a 4-8 hour cooldown or something on new characters after a delete.
Gold spammers are currently amassing a wealth by following these simple steps
1. Create character
2. Create party with another toon that is resting somewhere within Coldharbour
3. Use the teleport to player function to reach Coldharbour as a level 3 toon
4. Finish the quest given by the initial NPC found in Coldharbour just by talking to it, which gives a couple of hundred gold.
5. Send gold to a separate communal toon via mail
6. Delete character
7. Rinse and repeat
Simple and uncreative but as of yet not taken care of, according to my knowledge.
