The only thing I would change is allowing a second item hotkey with its own cooldown. This is because having only one item hotkey and one cooldown discourages using potions that don't heal you if you're not a Resto Staff build of some kind.

This is a MMO after all, designed around group play.

MMOs as far as the ones I've played allow you to group for everything. The only game that doesn't is The Secret World. I think that ESO's devs borrowed too much from other games, GW2 (only ESO doesn't do it as well) and TSW (only ESO's solo is not as fun). I'm sure they borrowed from other games as well.
Don't get me wrong, I love this game but to suggest that there is any grouping in ESO that allows team support is an overstatement. This game is not designed around group play. This game is designed around solo play and grouping is painful.

Ruze is a veteran of the PC Beta, lived through the year one drought, survived the buy-to-play conversion, and has stepped foot in the hells known as Craglorn. He mained a nightlbade when nightblades weren't good, and has never worn a robe. He converted from PC during the console betas, and hasn't regretted it a moment since.
He'd rank ESO:TU (in it's current state) a 4.8 out of 5, loving the game almost entirely.

It's just right. Imagine, a game that forces you to actually use a skill to level it.

You say "all that time spent weapon swapping", but in reality, the delay is what? 1 second? It's only a slight annoyance, but it's an annoyance that's not needed, which is my whole point. Swapping weapons during combat is still very effective.
Just because you refuse to see the advantages of weapon swapping, does not make it useless.

I like the limited skills. People aren't jacks of all trades, to truly get the most out of your character it takes planning and sacrifices. You have to make a conscious decision about what you want to use, and you have to live with the pros and cons of your build.

100% agree, very much prefer this and making you pick which skills to have prepared.
Has nothing to do with consoles either , EQ made you pick which spells and abilities , old school RPG's made you decide what spells to have memorized and so on.
Not having every ability possible loaded at all times makes me enjoy this decision making and this game very much more than most other recent mmo's.
I love the lessened UI , enjoy not having 30 toolbars and the screen covered.
I think it would be awesome to have a few more weapon ability skills to chose from, 5 skills is not much diversity. It's so annoying that you have change weapon to access the other skill bar, even if you have the same weapon slotted.
Notice the key word here? A few doesn't mean all.. just in case you didn't know.
