Mobs in Cyrodiil are now VR 5?

Hi all,
I'm a bit concerned that mobs in Cyro are now VR5. How is my lvl 25 NB supposed to go into Cheydinhal or Bruma and quest? There's no way a 25 bumped up to 50 can compete against VR5 mobs.
Or perhaps I'm just reading the patch notes incorrectly.

This is from the patch notes. they dont SAY your VR5 as well but the Cyrodil boost is now more.0
