I'm sure most of you have noticed that, during NA prime time, only 3 servers go above Low population every night: Auriel's Bow, Bloodthorn, and Wabbajack. I'm also sure you heard of what occured on Auriel's Bow, where the AD was stacked at High or Full population all night while EP and DC were all at Low, which nicely illustrates the problem at hand: there are too many campaigns for the amount of players, especially during the NA off hours. Servers can be devoid of more than a few dozen players for weeks, factions only bothering to play on them when their Scroll/Emp bonuses they use for PvE or guest servers are threatened.
So, my suggestion to ZOS is a simple one: for a one-month period, shut down the 5 least populated servers. I'm sure ZOS has ways of knowing which these are. This would just to see if this solves the population imbalance/nightcapping issues. If not, we can go back to the current model.
I'll tag the forum mods to ensure ZOS at least glances at this issue.
