Go in group P and lock at the top . There is a toggle for Dungeon Mode.I already tried that, you cannot queue for dungeons you're overleveled for.
This is not true. I only started doing normal dungeons solo at VR4. You can not use the grouping tool but have to ask, in chat.Well by switching to Normal mode in the dungeon window I have been able to enter Normal City Of Ash, but finding a group is a pain because I can't queue for it. I'm just trying to solo it.

Yes that's what I ended up doing, but I still find it impractical. ZOS should just let us queue for any dungeon we want.
There won't be a lot of Veteran characters willing to do multiple runs of normal dungeons. Most will want to do one or two to get a missing skill point. Opening up the grouping tools for them won't create balancing issues.
