If they can make the hair flow, they can make robes flow. I don't know why we don't have robes or cloaks.

Because they will be clipping through everything (just like the longer hair and beards often do).

SWTOR uses the same engine as ESO, and that game is famous for the fact that robes and cloaks are notoriously buggy. I can attest myself that many times I've had a cloak glitch backwards so it's stabbing into my body during cutscenes

Just google SWTOR cloak glitch and you have an infinite amount of why ESO doesn't have any flowing capes or robes

We do have robes in this game.
The closest to something like jedi robes would be the Black Hand Robes I guess.

The main reason, that is the same for not having capes, is weird behavior/physics.

SWTOR uses a heavily customized version of the Hero engine. ESO uses its own engine. The devs initially licensed the Hero engine in early development to get a “head start” on room and art design while they were developing their own engine:

Game engines in general have problems with capes, SWTOR is just the example most people use because almost everyone is using capes in that game, and most people don't realize ESO uses its own engine, I think they COULD HAVE added capes within their own engine, but it was going to be too resource draining for such a small part of the game

We do have SOME robes/capes, someone mentioned the Black Hand Robes, and the Breton Hero Costume is another one I can think of, so we know they can make them and model them, but making them feel like capes without clipping into everything would be another thing

Yeah, ZOS did actually have more proper capes/cloaks in the game in pre-release builds. They were shown in at least one gameplay trailer. They were even left in the files through at least 2016, though they were inaccessible to players. They were then removed, as the devs decided not to support this as a release feature.

Since ZOS put them in pre-release builds of the game but pulled support before launch, I think it's fair to infer they didn't see it as viable, whatever the exact obstacles. I have significant doubts they would decide it is now in light of what's happened the past two years.

I would think a bigger problem than the engine would be copyright issues if any new outfit looked too much like Jedi robes. It would be nice to have something along those lines though.

Robes, cloaks and backpacks were mentioned as being alot more doable since the server upgrades but it defentnly legacy consoles holding ESO back from being able to do more

Black Hand Robe (costume), gained from the assassins quest line is probably your closest match. It is colourable
