Just google SWTOR cloak glitch and you have an infinite amount of why ESO doesn't have any flowing capes or robes

SWTOR uses a heavily customized version of the Hero engine. ESO uses its own engine. The devs initially licensed the Hero engine in early development to get a “head start” on room and art design while they were developing their own engine:

Game engines in general have problems with capes, SWTOR is just the example most people use because almost everyone is using capes in that game, and most people don't realize ESO uses its own engine, I think they COULD HAVE added capes within their own engine, but it was going to be too resource draining for such a small part of the game
We do have SOME robes/capes, someone mentioned the Black Hand Robes, and the Breton Hero Costume is another one I can think of, so we know they can make them and model them, but making them feel like capes without clipping into everything would be another thing
