Except he hasn't. Cheese was mentioned once in his Oblivion quest as an incidental, once in the DLC, and once in Skyrim in reference to the other two mentions. It wasn't until ESO that cheese became a defining trait. Also of note, his optional quests in ESO (Greenshade and N.Elsweyr iirc) don't mention cheese AT ALL and really emphasize how menacing he can be when he wants to.

But for me, this IS his character, and has ALWAYS been his character, in the games. Constant references to food (cheese, fish sticks, strawberry torte), manic threats of OTT violence, that "teehee I'm so cruel" edgelord attitude, his shrill voice.
Could he be more menacing? Sure. But he wouldn't be mad if he was predictably menacing.

Yeah, cheese is relevant to the Oblivion quest itself, but Sheo never mentions it. Heck, lettuce is more relevant to him in that game. Sheogorath appears and says, “Hello! It’s me! Sheogorath! I need your help with something very important. CHEESE!” He laughs extremely hard. “HAHAHAHAHAHA! Cheese! Oh, that’s good. Anyway, I had some cheese and now I don’t have the cheese because someone took the cheese. So I need you to go get the cheese. Did I mention it’s cheese? HAHAHA! Madness!” You ask where it is. “Over there!” He points at a cave. You enter the cave and find a man standing next to a wheel of cheese. “You’ll never get Sheogorath’s cheese!” he shouts. You kill him and pick up the cheese. OBJECTIVE COMPLETE: GET THE CHEESE.
You return to Sheogorath. “YOU HAVE RETURNED! But did you bring... THE CHEESE?” You give him the cheese. “CHEESE!!!!” He holds it over his head. “HAHAHAHAHAHAHAHA! LOOK AT IT! IT’S CHEESE!” You ask why he needed it. “Because I wanted some cheese.” He takes a bite. “Mmm. Cheese.” There is a long pause. “You know what this needs?” You ask what. “MORE CHEESE!” He pulls a second wheel of cheese out of his coat and starts laughing. You ask why he sent you to retrieve cheese if he already had cheese. “Because that was THIS cheese, and you got THAT cheese! Two cheeses! That’s twice the madness!” He laughs even harder. “HAHAHAHAHAHA! TWO CHEESES! Nobody expects two cheeses!”
You ask for your reward. “Of course! You’ve done a great service for the Mad God, so I shall give you something very special. Something powerful. Something you will remember for the rest of your days.” He hands you a piece of cheese. “It’s cheese!” he explains. “HAHAHAHAHAHA! Your reward is cheese! Because the quest was about cheese! CHEESE!” You ask if that’s really the reward. “No!” He takes the cheese back. “That would be stupid.” He hands you a different piece of cheese. “THIS is the reward cheese!” He starts laughing so hard that he falls over. “HAHAHAHAHAHAHAHAHAHA! REWARD CHEESE! Oh, I’m mad! I’m completely mad! Cheese cheese cheese cheese CHEESE!” He disappears.
QUEST COMPLETE: CHEESE FOR SHEOGORATH - Reward: 17 gold and a "Cheese of Madness" furnishing. For the next six months, Sheogorath then appears in an explosion of cheese at every major city and wayshrine you visit, loudly yelling “MORTAL! A MOMENT! IT CONCERNS CHEESE!” to remind you to complete the cheese quest you've already completed.
