The lack of sets isn't a "feature" of Vengeance. The goal is to test to see what is the cause of lag so that Gray Host can be properly fixed. So, Gray Host won't be replaced by Vengeance, and I doubt Vengeance will stay without Item Sets for long.

Vengeance been around about 18 months now.
Please list what improvements have been made to GH as a result of this "testing" with vengeance.

I think it would be more accurate to say that Vengeance began as a test to see whether Gray Host could be made performant by determining what, if anything, could be done to fix it. I say that because months ago ZOS announced they had come to the conclusion that it “will not be possible” for them to make Gray Host performant while letting us keep our current character builds.

I’m not wading into the weeds over the value of their “not possible” — they aren’t made of money to throw at the issue for better hardware investments or more devs and dev time. Even ten months ago their bottom line was that this wasn’t something they could actually accomplish given the practical realities of their situation. I cannot imagine a performant GH somehow became a possibility after the major losses they’ve endured since.
So now Vengeance is the one option (changed characters for increased population and performance), while Gray Host remains the other (characters kept as is but with lower population and performance). They said that doesn’t mean GH won’t get the benefit of some of the testing they’re doing, but a “proper fix” (current characters with desirable performance) was explicitly ruled out as an achievable solution.
