It’s not PvPers you hurt with making it not stack it’s all the warden DDs in PvE that finally have a cool dps set.

Every single dot in the game proc-set or not works like this. Nothing unusual about this set in terms of functionality and intention.

Really? So 2 people wearing snake in the stars can both proc that set on one player? They can not. Can venomous smite, shared pain or plague break? They can not. This is not how every set in the game works my friend.
I hate to burst your bubble but DoT’s do not stack. Applying the same DoT just refreshes the timer.

Kjalnar's Nightmare does not stack per wearer.
You have a communal stack pool on the target and everyone has to obey the cooldown even if they were not the one who applied the final proc effect.
This seems like a pretty easy tweak to make in Battle Spirit so that PvE stacking is left alone (mobs don't complain anyway).

Kjalnar specifies it in the tooltip, "immune to nightmare stacks for 4 seconds" so not an outlier.
Also just to clarify I'm not saying I'm for or against the premise of the original post, just pointing out that the spreadsheet is surprisingly consistent across the board in this department. There definitely should be more battle-spirit exceptions placed on obnoxious proc sets.
Aerie's cry is another example where if given a blanket nerf to address pvp obnoxiousicity then it would render warden dps in pve a poor-er state, relegating a fun class set to use back into the dumpster. A specific battlespirit nerf allows aerie cry to still have use in pvp if they go the rule exception route(they have yet to demonstrate this) instead they will simply disable it in pvp...(par the course) and this is equally bad.
