Ok, just to double check because I’ve seen players confused about this - the skirmish reward comes from a chest and not from the body of the boss. You did not see a chest?
I believe what may be happening is that when you rez, the combat timer “restarts” for your character. If you have an addon that tracks DPS you will see this. So if you do no damage between rezzing and the skirmish boss dying the game seems to register that you did not participate in the fight. If this is the case then ZOS should absolutely fix this.
If you want to call it a bug, it is a long standing one. It has always been the case that if you die during an encounter, for instance a world boss, your participation resets and you need to reach damage/healing done again to get credit. If the boss dies before this, you won't get credited, regardless how much damage you did before dying. So if you're not sure the time will suffice, you need to stay dead on the ground and only revive after the encounter completed.
I don't know if this is a bug or an intended mechanic, but I agree it should be changed because it actively discourages reviving and further participation out of fear of missing out on the reward.

BUT, if the boss is almost dead, just stay dead and you will still be considered as part of the encounter. Then once the boss dies you should see the chest spawn and can then click respawn and make your way back to the chest to loot it. Way to overreact....
If you die and the boss is going to die 5 seconds, just stay dead for 5 seconds until it dies. You're not hanging out for 5 minutes while dead, you're waiting literally 5 extra seconds for the other players to kill the boss.
It's pretty easy to use your brain to determine how fast the boss is dying and how long it'll take you to get back to the fight. If it looks like the boss will die before you can get back to the fight, just wait the few seconds it will take.

You have friends to do it with? Great. You have guilds or Discord groups? Even better. I don’t, and I don’t want to rely on them.
I can use the group finder. So please, make a video of yourself using it to form a group, and then go complete the quests with random PUGs. Just remember, you’re in a group, because that’s how this content was designed to be played, right?
The [snip] Market was developed with group play in mind. So go use the finder, join random groups, and run it with PUGs. Post the video and try to change my mind, please.

While of course the market has issues, let's try to be real for a second. You can read countless posts from players saying they're having success using the group finder to get their stuff done. It's not as if these players are a cabal trying to deceive you.
I have 11 accounts in total (for my own guilds). My main account has 10 characters, and if I want to complete all 15 daily quests on all 10 characters (150 quests × 40 favors = 6,000 favors), it becomes really, really difficult. This could be fun (for me and “you”) and amazing if I (or “you”) could do them solo, without depending on anyone else. No? (I won’t argue if “you” disagree.)
Even if I use Group Finder with a description like “Only for all daily quests,” people join but some go for bosses or other quests instead. Usually, only 3 or 4 players actually follow the leader’s (or whoever is leading) instructions to complete the quests in order. That’s what I was referring to. Yes, we can do them. But can we complete all of them on all characters? Well, maybe… it won’t be easy, but okay, we can do it. If it were solo, it wouldn’t even be a question.
But I’ve already solved that problem.
I was actually asking about a “bug” when I brought this topic up again.
