Best bet? When you first zone into a dungeon type in chat that you need the quest. It has been my experience that most groups will help you complete the quest. If you are still leveling they will even kill everything in the dungeon to get you as much experience as possible. If someone replies in a way that is a "forget" you, leave the group, wait out the timer and re-queue. There is NO need to subject yourself to such toxicity.
So if the others don't play like you want you abandon them in a 3 team group after queuing potentially forcing them to exit and relist wasting their time...

You're joking right? If I get into a dungeon and ask for the quest and the person say [snip], yeah I'm leaving. Now I don't really do pugs and I advise everyone else to do the same. Join guilds that value the same things you do and post dungeon rosters. But yeah, nothing toxic about leaving a dungeon if someone is being rude.

Just yesterday I had a bad experience that I hopefully turned into a good experience for the new players in our group. (CPs in low hundreds.) Our (fake) tank was treating us like NPCs so we kicked him. Now, I could have just swapped from my healer gear to solo build and just carry the two remaining players. But that would have not been a nice experience for the new players. Instead, I swapped to a tank build with a couple of heals. And then tanked the dungeon, while also providing some heals. This way the new players who queued as DDs got to do the DD stuff.
And that is what I do anyway when I see low CP players. (Or anyone struggling, really. The CP doesn't tell anything else except how long you have played.) Help them where I can, provide instructions, explain mechs, give gear (I have a full sticker book), help with builds.
We are out there. It's not all doom and gloom.

It's sad though that players have to take care of new player experience and pick up the slack of the devs. From what I have seen there could be alot of daily quality of life fixes to make the game more enjoyable.
You recently left WoW which is just the same when it comes to speed running dungeons so why are you surprised?
At least nowadays, you've google AI as one example - to ask questions and get a nice little list of solutions and suggestions to overcome your handicap of being new.
But yes, they are pretty much smashed - and as a returning player to ESO who also left WoW - they feel good mostly.
Lastly, and most importantly, you get teleported to the next boss once it's engaged by another member of the group so don't get too hung up on feeling left behind.

You are right and Wow sucks for that too. I was hoping for a better experience in ESO, but instead it is just more of the same. Also, I never said I had a "feeling of being left behind" I said, I am new and I want to explore the dungeon not speed through it. There are some players who are not in a rush. Dungeons and Dragons made an entire industry of exploration, not speeding to the end boss and pulling everyone else to it, only to get a timer at the end getting kicked out of the dungeon just because some players want to go back and explore.
So I don't have a problem with speed runners, they are playing the game the way they get enjoyment. The problem no one else can play the way they want to play for enjoyment. Everyone is being forced to play the speed runners way because their is no option to do otherwise.
