Latest update and graphical error

My girlfriend updated her client recently and there has been something very wrong. At her character selection screen, the ground is missing and it looks like the world is melting. Do you remember how a long time ago on dinosaur computers, if you moved your mouse too fast or spam opened a lot of tabs, the object would start stacking on top of itself near infinitely and cover the whole screen? That is going on too. In-game, the "world melting" is also going on. Plus, there is a square in the top left of the screen. Does anyone know why this might be happening?

Did you try doing a repair? Have you checked other games to verify that its not the GFX card?

I ran a repair for ESO and the repair didn't seem to fix the issue. I also tested a few other games which appeared to run fine
