What exactly development? 2 days, maybe week? What did they DEVELOP for the current multiclassing? One npc with simple quest? 0 new skills, 0 new passives, 0 new sill lines, multiclassing added absolutely nothing new to the game.

Sorry but Class Refresh is just another example of delivering something nobody asked for. They can never just fix things, instead they have to sell a whole new system.
Why not just make some adjustments under the hood that fix subclassing/pure class balance? Make an announcement of just a few sentences that it's been fixed and what was done.

Their problem is this: Arcanist, Necromancer, and Warden all have more-or-less defined damage, healing, and tanking skill lines. The original four classes predate that setup. They also didn't create the class passives with the idea that folks would be mix-and-matching them, leading to the overpowered meta nonsense.
They can't just trim around the edges, it really does require a complete ground-up overhaul.

Yes, I agree. But then why are they starting with Dragonknight? Why aren’t they addressing the main offender, Arcanist? Instead they seem to be saying that arcanist is well designed both visually and mechanically.

I have written such response durint u46 pts cycle and not only me, dozens of peoplse gave the same feedback. I know that 8puppies and SkinnyCheeks said it about multiclassing in discord channel with developers.
It's so pity that this information was ingored by everyone in ZOS and now they are trying to sell us the result of their lazyness and ignorance as a huge new exciting thing.
