Take it up with the addon author who's addon you installed that uses it.

Pretty sure they're talking about the add on wheels for emotes and companions.....wheels that should be able to be used for whatever we want, like siege or potions, rather than restricted to things we don't need to access quickly.

That's a base game feature.

I don't think the OP realizes this.
I remember getting my hopes up when they announced two new quick slot wheels. Imagine my, and many others', disappointment when we found out we can't use them for things that actually need to be accessed quickly. As it was implemented we'd be better off without them.

i remember dying a few times the first week because i would hit Q for a health potion and click too soon attacking (because it was never a problem before that) and it would bring up the other wheels and you couldn't just click off. clicking would bring up the next wheel, all the while, whatever i was fighting that i needed that health potion for (and never got >.>) is killing me and i'm just standing there scrolling through wheels XD

@M0R_Gaming made an addon on PC to fix that— “No More Sticky Wheels”. I don’t know if it’s on console or not.

good to know! it has not happened to me in forever. i assume i either learned not to do it XD or they tweaked it so that it wouldn't happen as easily. i'm going to assume it's the first one though.
