Edit: Found the fix in known issues thread. Drop that quest Azah gives you, The Worm Turns. Then Skordo will appear.

Dropped the Worm Turns quest and Skordo turned up just like Mr. Benn's shopkeeper! (UK children's show from the 70s)

I was afraid of that. I do have the Azah quest but hadn’t gone very far. I almost did that one first. I hate it when two quests become active at the same time as it is not clear which one to do first. I am guessing that taking that quest moved the npcs to the next location and if you finish the Writhing Fortress after that then they cannot appear back at the camp.
I have not had a chance to abandon the Azah quest yet and see if it fixed things.
I hope they are able to fix your quest.
