Target Wraith of Crows bugged

Hi,
I've recently bought the Furnishing Pack: Sinister Hollowjack, which contains the Target: Wraith of Crows. When I try to place it in my house, it is not usable.
I do not use any addons.
So, placing it down:
After I place it, the model is there, but it's hitbox (I assume) is placed 1000m away.
If I try to move it, it replicates, and there is no green/yellow outline.
Since it's hitbox is placed 1000m away, it is rendered useless.
Since this is the only furnishing target I own, I cannot tell if this bug is present on other targets.

MageCatF4F✭✭✭✭I thought I'd test this with one of my many standard skeleton target dummies. I pulled one up in a house I seldom use and tried to place it again.
It seemed to place ok, but the retrieval location was stated as 999 m away. Then the graphic duplicated when I tried to move it. I retrieved it and tried to place it again, and it seemed to not be there, but since I was on the deck of one of my many ships I discovered it was upside down on the ceiling of the deck below.
I then logged in a different character and was able to move it around and place it for use as normal.
TL:DR - the game is unusually buggy lately isn't it?2
