Need some help with continuing harassment

Hello, I need some help with continuing harassment by one player, continuously being targeted and t-bagged. I have opened 4 tickets and provided 5 videos of this happening over the past 2 months.
I’m not sure what to do anymore as I have provided video evidence and was told the tos were violated in my first ticket then he still continued to harass me and further tickets apparently didn’t break ToS despite having video evidence.
I get a response saying I need to ask them to stop (which I have done) but We both have each other on block so I when I message them to stop my messages don’t go through/they don’t receive them so is this a loophole around being allowed to continuously harass someone?
Also my tickets are answered with a very robotic response with in an hour of opening but when I reply with more evidence it takes up to a week to get another response.
Please look at my ticket and previous tickets and give me a non automated answer. This is a last resort, then next step would be to stop playing the game as I do not play this to be targeted and harassed

It seems like there are a few players that are just allowed a free pass no matter how many complaints, even with video, the complaints just get ignored. Wish I could name the one player in particular I'm referring to. I've put in at least 8 complaints, with video, of their behavior and nothing ever happens. They play in offline mode so they can't be messaged. And they don't just teabag me. They teabag everyone. I know others have put in complaints about them too. Nothing but crickets in response from ZOS.0 -

✭✭✭✭✭There are too many roadblocks to reporting this the way they require, such as players being in offline mode. Just change the crouching animation to a shadowy figure or something similar and put an end to this.
Or make it actionable just for doing it. There is no way they are asking a player for permission to tbag them, so it's not consensual.PCNA1 -

I never considered changing the crouching animation. This is a really interesting idea.
Bagging doesnt bother me and i never do it, but it would be fun too see it changed. Maybe make it do something like a cowering emote if you are near any other players... that would probably solve the problem and be hilarious at the same time. Also, it's kinda what you are doing if you are using the mechanic as intended... you're trying to cower... which is defined as crouching down in fear.
