It would be nice if Skordo or another NPC mentioned it for confirmation, or we had some way of being advised of the changes each new Phase introduces so we don't miss out on getting involved in something.

You can kind of ignore it from far away, but it still jitters when you get close to it, which is worrisome for when the event starts. In fact the entire skybox in Soltice and High Isle shake as well, but not other zones.

There’s a bug with this NPC, Skordo the Knife.
When directed to speak with him in the camp in Solstice, after collecting the 3 vitrified souls, a bug arises where when you speak to Skordo he only delivers a generic line dialogue but doesn’t progress the quest.
Even though the quest marker points to him and even though the quest objective says “talk to Skordo the Knife”, you can’t.
I tried reloading the UI, logging out and logging back in, traveling to another zone and then back again, nothing fixes the bug. The “Support the Fellowship” quest is not progress-able past this point. (PC NA)
