When some characters blink, for a split second you can see their eyes through their closed eyelids. This most often happens with khajiit characters. All the characters in the screenshots have their eyes closed.

More examples. This is super common with Khajiit. Ember's eye just glitches out every time she blinks.

Also, pay attention to the lip animation. Some Khajiit have crooked and asymmetrical lip animations, which you can see with Ember, for example.

It's interesting that when the characters close their eyes, you can only see their irises through the eyelids. Here's another example (with closed eyes, you can just see the dark iris in the middle of the eye):
