Just tossing out ideas but how about new skill lines that are not specific to any one class.
Some possibilities would to be to make Werewolf a subclass and expand it to one of many options for the Shape Shifting skill lines. Un-nerf the vampire skills too as players will have to give up something in return for these skills.
Elemental skills (Fire, Air, Earth, Water) can also be used. Air (lightining) and Water (Ice) would be useful since these skill lines are rather limited for Sorcs and Wardens. Doubling up the same element would be beneficial but ZOS could balance this by allowing synergistic effects by combining different elements e.g. Water + Lightning = Increase % chance to set concussed status effects on targets.
Dedicated tanking skill lines (magicka and stamina) will allow Ice Staff and Sword n Board to be legitimate new dps options.
Since players are still limited to 3 skill lines, these changes won't necessarily cause a jump in power levels compared to adding another guild skill line.
