Proposal for a new overland PVP system.
Every toon has a new property: `overland_pvp`. It has 3 possible values: `disabled`, `brigand`, `privateer`. The starting value is `disabled`.
If the flag is disabled, none of this applies.
The flag can be set to `brigand` by going into an Outlaw Refuge and interacting with a Thieves Guild representative and signing up as an official brigand.
The flag can be set to `privateer ` by going into a Fighter's Guild and interacting with a representative and signing up as a privateer.
If a brigand commits a major crime or accumulates a large bounty (500 gold?) then they have a marker over their head that all privateers and brigands can see. Brigands and privateers can see a marker over all privateers heads. This marker operates similarly to Alliance markers over enemy heads in Cyrodiil. The two new different kinds of markers are distinct.
If a brigand with a marker is killed or has their bounty reduced to zero, the marker is removed.
A privateer can attack a brigand with a marker over their head. A brigand with a marker over their head can attack a privateer. This mechanic operates similarly to opposing alliances in Cyrodiil. A groups of marked brigands can attack a group of privateers, and so on.
In a city or town, attacks between privateers versus brigands and brigands vs privateers is a major crime. That is, privateers can earn a bounty and get attacked by guards for attempting to apprehend a criminal in a town or city. Urban justice is strictly the province of the guards.
Privateers count at witnesses for brigand criminal activity. For example, if a brigand opens a thieves trove and a privateer is nearby, then the brigand's bounty increases.
Invisibility and hiding between privateers and brigands works like it does in Cyrodiil between opposing alliances.
If a privateer kills a brigand, the privateer gets 10% of the bounty on the brigand's head.
Wandering merchants on the road can be killed and robbed by brigands, and this act is a major crime.
