Yeah, and they definitely should have left Cyrodiil alone when they did this update. I finished this achievement probably eight or nine years ago, and boy, I'm glad I never had to do it the current way.
I did too. It is still possible to do it now but not solo. Somebody’s got to be back where you can see the map at the base and tell which dolmen is active.
Can't you just set your map filters to show the dolmens? I know I always see things like dolmens, skyshards, delves, etc. on my map of Cyrodiil, regardless of whether I'm using the normal wayshrine to leave Cyrodiil, using the transitus shrine network to fast travel to an accessible friendly keep, or just using my map to see what's going on. Addendum: Each of those types of map has its own set of filters, so you need to set them on each type of map.
We don’t have map filters on console.
We do. (On Xbox anyway). Bring up your map press Y (top of the 4 buttons on controller - triangle I think) then RB 3 times to filters. Then click everything. All the places your character has been will be viewable on the map.
Is this just for Cyrodiil?

The option is there for the other maps too, but usually the only one that goes unticked is view collected skyshards. Cyrodiill offers the option to view objectives, keep resources and other things as well as skyshards. (I'm on my way to work so not in the game right now, I don't remember all the boxes).

See my post above, you can only see POI on the map at the wayshrine, not the transitus shrine or your player map.
The other maps just show the keeps.
EDIT: typo

IIRC, that's the default behavior on PC, too.
But the map for the transitus network and the player map both have filter settings of their own, at least on PC, which means you can go to a transitus shrine (back at base or in a keep or outpost) and change the filter settings as desired on that map, and display your player map and change the filter settings as desired for it as well. That's how it works on PC, anyway. If you select or deselect a particular option in the filters for one map, it does not carry over to the other two map types; you will need to select or deselect that option on each of the other two types of map if you want to change what's displayed on them.
