Kazpian’s Cruel Signet set change?

The official Chinese description of Kazpian’s Cruel Signet set is “Each sword will cause direct area damage, and each sword will be strengthened by other swords around, so that your area damage will be stacked.” (Original text:使用从天而降的利剑对敌人造成直接范围伤害，每把剑都会受到周围其他剑的强化)

The official English propaganda of Kazpian is "This medium armor set threatens enemies dealt direct area damage with a falling sword, promising more damage to come. What’s more, each sword is empowered by other swords around it, essentially making your area damage boost your area damage!"

The English meaning is different from the Chinese version, but the descriptions of this set in both languages are different from any version in the PTS cycle. The original effect of Kazpian is that each sword causes damage to a single enemy. If there are other swords, the damage caused is strengthened.
Later in v11-0-3, each sword activated increased the player's damage by 1% (changed to 2% in v11-0-4), but each sword still caused single-target damage and canceled the strengthening of other swords.
According to the English promotion, this seems to be a merger of the effects of v11-0-0 and v11-0-3 in the PTS. That is, "promising more damage to come (the effect of V11.0.3)", "each sword is empowered by other swords around it (V11.0.0)"
Does this mean that Kazpian was adjusted again before the live? Or is it just a mistake in the promotional text?
