Talk to Brondold on the Solitude Docks

This "quest" keeps showing up although Brondold is dead. The icon will appear on the compass (and title) in the place of the current quest until I get closer to the quest or character in question.
Quitting or logging out will not reset or get rid of it.

OOPs forgot to say what this was about.
Western Skyrim first Zone Story Quest > The Gathering Storm.
The very first part where I was given the initial quest, so-to-speak and started following the clues.
This issue went away when completed that quest and started the second Story Quest.
However, that did not answer the question of what caused the concern in the first place.
