Is it possible that a lot of the console players playing on PC use controllers and thus issue is a controller/controller UI issue? All of my (Xbox) friends who've gone to PC still use controllers for combat.
If you are suggesting what I think then I agree.
It is possible, and more likely, that the controller works somewhat differently on PC than it does on console. For the consoles, the controller was a first thought with porting the game to the consoles as it is clearly required. For PC I understand it was added to the game after the game launched and still well after the console launch. I cannot verify this myself.
Compared to a lot of other games, targeting on console for eso is far more finicky, often times the hit boxes for different adds are in different locations depending on size, and you have to get used to it. I do think it's a weak point.
On top of this, when Blackwood came out, one change zos made that i loathe to this day is extending the time you have to hold down right stick to tab target. This has made prioritising targets in a dynamic combat more difficult, as holding down the same stick you use for moving the camera on a moving target is tricky, and I've strained my thumb over the years since.
I'd stop tab targeting but the amount of times you aim your reticle at a target and the attack just passes through is crazy.
Even if Arcanist wasn't OP damage, it's OP for targeting ease.
I'd absolutely believe PC targeting is better, as there are few games that don't lose some efficacy when ported to console.
