I don't think its the engine. There are a few furnishings that can be placed on crafting tables and do not interact. There is a base game pan if I am correct that can be put on the Elsweyr Grill and you can still interact with it.
The reason for them not allowing the placement of items in front of the door is to ensure that players can not be trapped or glitched outside of the instance or something. That is deliberate for sure.
As far as why crafting stations are sensitive, that I can't say. Seems fairly pointless imo. Also the Chonometer of the Tribunal can darn near be embeded fully into an object and still be interacted with. This tells me that the lack of interaction or "yellow border" is deliberate and not a function of the engine.
Why? That I can't rationalize.

There are actually a few different styles of provisioning stations - Clockwork, Elsweyr, Druidic, Solitude, even Maormer. I could not find a page of just provisioning stations, but you can see all types of stations here:
