Can you combine non-hybrid minor buffs?

I am not 100% certain how the non-hybridized minor buffs work with your abilities.
If you were to have minor brutality and minor prophecy, would your abilities gain benefits from both? Or do you need to combine brutality with savagery or sorcery with prophecy?

✭✭✭Your abilities take the higher of your Weapon or Spell Damage, and the higher of your Weapon or Spell Critical.
Minor Brutality increases Weapon Damage, and is therefore redundant with Minor Sorcery, which increases Spell Damage. Likewise, Minor Savagery increases Weapon Critical, and is therefore redundant with Minor Prophecy, which increases Spell Critical.
Just take Brutality/Sorcery and Savagery/Prophecy.PC/NA — Lone Werewolf, the EP Templar Khajiit Werewolf

✭This exact problem crates some issues though. Which can be fixed with subclassing though.
If you play a Magicka Nightblade spec and use regular Spell Power potions which gives Magicka, Major Prophecy and Major Sorcery without using a skill that passively grants you Major Prophecy and Savagery, your Hemorrhage passive giving you Minor Savagery gets wasted.
Same goes for Stamina Sorcerer using regular Weapon Power potions.1

Renato90085✭✭✭✭✭If your class still use weapon/spell pot(like Stam sorc , and you group not have a nb, you can't have your prophecy ,because weapon pot(Stam pot)only give savagery ,not have prophecy0 -
