0 x 2 is still 0, that should really be the least of their concerns. There is no amount of reasonable buffing to companions from set pieces that could possibly cover what you lose from your character.

I am disappointed by the nerf. I'll need to benchmark the Companion builds I have to see if they can still solo the world bosses they could before.

It gives you 8% reduced Stamina, Magicka, Health, and Ultimate costs to all of your abilities. You don't even need to have an active Companion be dead to make use of that cost reduction — this set can be (and has been) used in PvP.
The wording says "living Companion", meaning you only get the cooldown reduction when you have a Companion actively making use of it. Some people genuinely take this set into Cyrodiil because it's a great sustain set that's flexible enough to fit into any kind of build.

Oh. the PvP 5-piece set? I mean maybe. sure. but then why nerf the PvE aspect when it has no connection to PvP? All this was was a PvE nerf.
The only change was the PvE interaction with the PvE quickened trait.

I just get the feeling that they meant for Telvanni Efficiency to cut Companion ability cooldowns in half. Before, when it was additive, it did much more than reduce the cooldowns by half — it was most likely a bug they somehow discovered and got around to fixing in Update 45.
As far as I know, nothing was done to the player bonus; just the Companion bonus.
