Eh either way, this thread can be closed after someone from ZOS can clarify if it's intended or not.
Cause I've seen procs procing procs, procs nor procking procs, and procs procing procs that shouldn't be procked if we follow the dev's statement that procs shouldn't proc procs.
Could test it further if I remember correctly that Prayer Shawl is proced by some self-healing set, cause I have a vague memory it does, but I'm out of resources.

ZOS has already confirmed that "the core rule is that procs should not trigger other procs." The situation under discussion here falls squarely under that rule.
It would be a proc proccing a proc that would be the exception or a bug. So I am genuinely curious what specific procs you have seen proccing procs, other than proc sets proccing status effects (which is known to ZOS and appears to be a deliberate exception, in light of the way they changed Runecarver's Blaze).
Thanks for the mention of Prayer Shawl - do you recall which self-healing set did this and when you noticed it? ZOS did a major pass for these interactions back in March of 2022, which is when glyphs stopped proccing proc sets like Encratis and EC. This change was phrase as: "Fixed an issue where many enchantments, poisons, and item sets were not properly labeled as procs." Since these things all require the proper labels, it would be easy for an interaction to be missed and for a proc to be proccing a proc unintentionally. That doesn't invalidate the "core rule" they have reiterated numerous times.
