Just got mine. At first it didn't have sparkles, but removing it and pressing Undo fixed the issue. Now the sparkles are there even after leaving the house/relogging. I hope that helps.

...since it was not necessary to go to Cyrodil for this reason, one of the younger Khajiit took the colorful bear. We all told her that for the job she wants, she needs inconspicuous clothing and a dark mount - but she doesn't listen to us, everything is colorful and bright with her.
