Decreased Health Enchantment or Weapon Damage Enchantment

Which one makes the most sense?

Weapon Damage Enchantment does 348 (legendary) Weapon and Spell Damage for 5 seconds after attacking
Decreased Heath Enhancement does 4875 (legendary) Oblivion Damage...

Thoughts on which is best for a weapon (2H, 1H) or Staff?

    Overall I would say

    Group PvE = Don't run Oblivion, it doesn't scale with buffs at all once you've reached its stated max value, which you always will against PvE Bosses

    Solo PvE = definitely a good choice for damage, maybe the best, but you'll lose power on Weapon/Spell Damage scaled heals

    PvP = we're in uncharted waters here this patch, I don't think anybody could give you a definitive answer on whether it's worth running yet, I would try it out and see how it feels. Granted I haven't played this patch yet, so somebody who has may have a better idea.

    It says:
    Truly Superb Glyph of Decrease Health
    Deals Oblivion Damage based on a portion of the enemy's Max Health. Deals a maximum of 4875 Oblivion Damage.

    So how much health does something have to hit the 4875 cap?
    I am guessing in PVP nothing has enough health?

    I do believe the cap is attained around +100k health, but with all the resistances and shields in PvP, Oblivion damage is devastating nonetheless.

    100k health sounds right. That number is pretty unrealistic for pvp. An 80k cap would make a lot more sense since that's the highest you'll ever see, which will be on big man ultimates from vampire or necro.

    I meant even though the cap is at ~100k health, Oblivion Damage is stll powerful in PvP due to the resistances and shields there.

    Oblivion glyph just does damage.
    Weapon damage glyph buffs everything that is not shields, so healing, la/ha and damage from procs that scale of that stat.

    one thing i have noticed is the 'decreased health' that show up in my damage monitor. it shows 100% crit, which seems odd.

    But it doing about 500-2k damage when it triggers in pvp

    I've only seen a few where it hits for the full 4875...and you have to have a couple of 100 000 health.
    So how much damage would it do in pvp...ok will take pix
